At-large council seats filled with two incumbents, one newcomer

The West Jordan City Council will have a new face come January. 

Pamela Bloom outpaced incumbent Chad Lamb by 326 votes to claim the final at-large council seat. Bloom will join incumbents Kayleen Whitelock and Kelvin Green, who claimed the first and second spots, respectively. The results were certified Nov. 16.

“What a wild ride,” Bloom wrote on her Instagram page a few days after the election. “Thank you for all the support. It really has been a team effort. I look forward to serving West Jordan with everything I have.” 

Bloom works for the University of Utah Healthcare having recently left her job as the North American account manager for Rotolight, a company that designs lighting equipment for movies and photography. She was appointed to the city’s planning commission in July 2020. 

Kayleen Whitelock returns to the council for a second term. A former nurse, Whitelock served on the Jordan School District Board of Education as well as various Utah PTA boards—including the state board—prior to her current council seat. She also worked as a nurse and director of a pharmaceutical research company.

Kelvin Green also retained his seat two years after being elected when the third at-large council seat was created as part of West Jordan’s transition to a new form of government. Green previously served on the planning commission and owns a local business. He is a retired member of the army national guard.  

After elections in 2017 and 2019 that saw three newly elected officials each time, the 2021 version only features one change. 

The three election winners will take their oath of office in January.
